Abstract
The government through the Ministry of ATR/BPN is obliged to carry out land registration throughout Indonesia. Land registration throughout Indonesia aims to provide certainty to the subject of land tenure and the object controlled by measuring and mapping the area completely. Land registration activities provide protection against local customary regulations, especially in their influence on providing legal certainty for objects controlled. PTSL program is present as one of the Government's efforts to realize the achievement of a mapped Indonesia. Regulations regarding PTSL are regulated more fully through the Technical Instructions and Regulation of the Minister of Agrarian Spatial Planning/BPN Number 6 of 2018 concerning Complete Systematic Land Registration. The implementation of land registration is carried out on all objects of land parcels including ulayat land. The technical instructions issued by the Ministry of ATR/BPN do not stipulate how the requirements for application documents on land objects are controlled by customary/ulayat law communities, proof of ownership of land parcels in the PTSL application refers to the attachment to the PTSL Ministerial Regulation. This research was conducted using a normative-empirical legal research method based on PTSL implementation documents at the Padang City Land Office, this research is a descriptive analysis by comparing several laws and regulations, the approach used in this study is normative-empirical. Land registration through PTSL activities in Padang City uses a right base that combines PTSL technical instructions with local wisdom based on customary law community instruments, a statement letter of physical control of PTSL in Padang City is signed by the person who made the statement letter, and must be approved by Mamak Kepala Waris, then justified by Penghulu Suku and known by the Kerapatan Adat Nagari.
