Abstract

There are various infrastructure development activities for the public interest in supporting the economy of the people of East Java. In practice, there are often disagreements regarding Operational Costs and Supporting Costs sourced from the Regional Revenue and Expenditure Budget (APBD). This study aims to analyze the role of Operational Costs and Supporting Costs in various land acquisition activities for development for the public interest in East Java Province. The type of this research is descriptive qualitative research. The data of this research were obtained by conducting interviews, various literatures, laws and regulations and reports from related agencies. To answer the first research question, researchers analyzed using Content Analysis techniques or content studies, while to answer the second research question, researchers used qualitative analysis techniques. The results of the study indicate that the budget plan for Operational Costs and Supporting Costs in the Land Acquisition Planning Document for the development of National Strategic Projects in East Java is quite clear and in accordance with the provisions in the Regulation of the Minister of Finance No. 10/PMK.02/2016 while the budget plan for Operational Costs and Supporting Costs in the Land Acquisition Planning Document in the context of the development of Non-National Strategic Projects in East Java has not fulfilled the provisions contained in the Minister of Home Affairs Regulation No. 72 of 2012 and Regulation of the Minister of Finance Number. 10/PMK.02/2016. The availability of Operational Costs and Supporting Costs for land acquisition can affect the success of land acquisition activities because BOBP must accommodate all the needs of land acquisitions implementers.
