Abstract

The construction of the Solo-Mantingan I Toll Road in Karanganyar Regency is one of the government's efforts to provide easy access to the community. However, in the implementation of this project, there are problems in the provision of land compensation in the village’s treasure land, because the return for replacement land involved many parties and went through a long process. This study aims to analyze the compensation for village treasury land in the event of a regulation, problems and solutions in providing compensation for village treasury land. The method used in this research is descriptive qualitative. Data were obtained through direct interviews with predetermined informants, including the Land Procurement Committee, Land Acquisition PPK, and Wonorejo Village Secretary. Besides conducting interviews, the researchers also conducted a study of documents related to compensation for the village’s treasure land and legislation. The results showed that the compensation for village treasury land in Wonorejo Village in its implementation was not following the regulations. The problems encountered were difficulties in selecting replacement land, difficulty to find replacement land in the local village or sub-district, the Solo-Mantingan toll project was removed from PSN, replacement land owners resigned, replacement land prices were increasing, the problems of remaining village’s treasure land, the problem of the remaining compensation money, and different measurement results with the certificate area. The solution includes determine the criteria for replacement land, submit a dispensation request to the Minister of Home Affairs, transfer payments to the PUPR Ministry's APBN, active communication between the village government and landowners, determining the price using the highest Appraisal price, applying for compensation to the provincial government, submitting discretion to the Regent, and reevaluating by appraisal.
