Abstract

In order to support the realization of a fully digital system for the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) in 2024, the Klaten and Sragen District Land Offices innovate in conducting participatory land data validation through pre-service activities. These activities are: (1) Plotting-validation conventionally; (2) Plotting�validation digitally via the Touch Tanahku application. Facts on the ground show that both methods encounter many obstacles and are considered irrelevant. It is necessary to optimize the running system by designing a new application system that meets the needs of users and systems. This study aims to design an application that can be an instrument for the community and land partners to actively participate in land data validation. The method used is Research and Development (R&D). Data collection techniques were carried out through: interviews, observations and questionnaires. Data analysis was carried out using qualitative and quantitative methods with a descriptive approach. Questionnaires were distributed and processed based on the PIECES framework and Importance-Performance Analysis (IPA) to 55 respondents. The results showed that the application design has several stages, namely: (1) Planning; (2) Design; (3) Construction; (4) Testing; (5) Evaluation. Application planning is done by analyzing the current system, analyzing user requirements and system requirements. Application design is done through Unified Modeling Language (UML) modeling. The first testing was carried out using the black box method with the result: all features functioned well. Meanwhile, the second testing was implemented in studio work with the conclusion: the application is able to speed up plotting-validation data processing, especially in executing data that has misplace, gap and overlap problems. The evaluation of the application was carried out at two research locations based on the PIECES framework with the results: (1) In Kantah Klaten, the level of user satisfaction was predicated as varied (satisfied and very satisfied), while the level of importance was predicated as very important; (2) In Kantah Sragen, the level of user satisfaction is predicated as very satisfied, while the level of importance is predicated as very important. The results of the evaluation are represented on a cartesian diagram and analyzed by the IPA method. Keywords: Plotting, land data validation, PIECES Framework, IPA
