Abstract

In the 1980s, the Republic of Indonesia government launched the implementation of Land Consolidation (LC) program in several regencies in Indonesia. Not all the implementations of land consolidation were successful, some of them still leaving problem. This problem caused some land consolidation became abandoned such as the LC Subak Sanggulan Banjar Anyar village, Kediri, Tabanan - Bali. The abandoned Subak Sanggulan begin in 1987 until the problem was resolved in 2019. This study assessed the causes of LC Subak Sanggulan problem and the strategy used by the Land Registry Office of Tabanan Regency in solving the problem. This research was conducted by qualitative method with descriptive presentation. Qualitative research is used to explore the information about the causing factors of the problem and the strategies applied in solving the problem which occurs at the location of LC Subak Sanggulan. The result of this study shows that ecological social problem, administrative problem, and land rights problem are the causes of abandoned LC Subak Sanggulan, therefore the Land Registry Office of Tabanan Regency implements a solving strategy which is more cooperative, transparent, and fair by involving the active participation of land consolidation participants as well as approaching the participants, local governments, village governments, customary figures and religious figures in building synergy in the implementation of problem solving.
