Abstract
The realization of a complete urban village can provide many advantages for realizing good land administration. This encouraging the Ministry of ATR/BPN to require that the output of PTSL activities must produce a complete urban village. The Ternate City has geographical conditions in the form of islands with hilly topography and a physical slope of above 40%. However, with various problems, the Ternate City Land Office succeeded in realizing 5 urban villages that had met the criteria for a complete urban village and 3 urban villages were submitted for a complete urban village declaration. This has an attraction for further research so that it can be seen in general how to build a complete urban village has been carried out by the Ternate City Land Office. The purpose of this research is to find out the results of complete urban village and know the process of building a complete urban village by utilizing complete systematic land registration data, as well as obstacles and solutions faced by the Ternate City Land Office in realizing a complete urban village. This research uses a descriptive research method with a qualitative approach. Data collection techniques were carried out through interviews and document studies. The results of this study are in the form of knowing the achievements of NDL in 5 complete urban villages, knowing that the stages of implementation to build complete villages are carried out through the stages of inventory, field work, data processing, parcel mapping, parcel validation, land book validation and measuring documents, and digitization. In addition, it can also be seen the obstacles and solutions faced in building a complete urban village, such as the implementation stage and the determination stage.
