Abstract

The complete village declaration of the fulfillment of village requirements in mapping all plots of land in the Ministry of ATR/BPN began in 2019. The requirements of the declaration are mapping all plots of land with the provision of temporary master numbers on land fields that do not yet have a field master number, the fulfillment of complete village value tolerance, and the percentage tolerance of land book validation, persil validation and warkah scan on Computerized Applications of Land Activities. The Land Office of Madiun City began the implementation of complete village activities in 2020 by proposing 5 (five) villages, only it has not proposed a declaration, activities continued in 2021 side by side with PTSL 2021 activities carried out in all villages, namely 27 villages. The activity effort has been carried out and in 2021 the completion of the focus on persil validation with the scheduling planning of Manguharjo and Kartoharjo districts completed in May 2021. This research aims to describe the implementation, know the obstacles and solutions and evaluate the implementation of complete village settlement activities at the Madiun City Land Office. Researchers use a mixed method that is descriptive with quantitative and qualitative data approaches. Research methods are used to find out the complete village completion strategy of the implementation of activities, the obstacles faced and the evaluation of implementation and analyze tabulatively the implementation achievements of dashboard data. Implementation achievement analysis refers to the requirements for complete village value fulfillment in the Technical Instruction for Complete Systematic Land Registration in 2021 The results of this study are known to carry out activities with workmanship in the studio meet the elements of man, materials, machines and methods that have been determined. But the scheduled planning is not yet appropriate, obtaining 5 (five) complete village declarations. Obstacles encountered in the appointment of officers, SU scans are still limited, the existence of partial SU archives is not found, there are plots of land that do not fit the size and shape, the absence of SU due to the displacement of territory, the area on the dashboard with regulations is not yet appropriate. The evaluation obtained is known that the man element still has double job problems, in materials related to the existence of SU/GU are not found and in the methods there are in the planning of village targets that have not been in accordance with the results and the area that changed in the achievement of Keywords: Complete village, strategy, evaluation
