Abstract

STRATEGY FOR ACHIEVING COMPLETE URBAN VILLAGE DECLARATION STUDY AT THE LAND OFFICE OF BULELENG REGENCY Complete Systematic Land Registration (PTSL) is an agenda issued by the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency to accelerate the process of land registration in Indonesia. Through this PTSL, it is hoped that a complete urban village can be achieved so that it can be declared. The Buleleng Regency Land Office is one of the land offices that has succeeded in declaring five complete village in 2021. This study aims to determine the strategy implemented by the Buleleng Regency Office, so as to achieve a complete urban village declaration. This study uses descriptive qualitative research methods used in this study because researchers want to photograph, understand, and describe systematically, factually, and accurately about the strategy and impact of achieving the declaration of "Complete Urban Village" in Kantah, Buleleng Regency in a naturalistic manner without manipulation. The results showed that the strategy for implementing a complete village declaration step by step was carried out by the Buleleng District Office. The stages carried out are 1) socialization, coordination and preparing supporting data, 2) Carrying out textual validation of land books and measuring documents, uploading scanned results of land books and measuring documents, 3) Identifying spatial data and field checks for plotting fields, 4) Implementing spatial validation, 5) re-checking boundaries of the village administration area 6) Carrying out reporting and submission of declarations.
