Abstract

The construction of the Balige by pass road nfrastructure has an impact on changes in the use of the surrounding land. If this is not controlled, it can disrupt osystems, lack of green open land, and decrease agricultural land which can disrupt food security. The purpose of this study was to determine the impact of the construction of the Balige by pass road on changes in land use and its suitability with spatial planning and policies after the construction of the Belige by pass road. The method used in this study is a qualitative descriptive method with a spatial approach. This method is done by overlaying between instruments. The instruments are the 2017 land use map, the 2021 land use, and the Toba Regency RTRW for 2017-2037. In addition, researchers also conducted interviews with informants to obtain information about spatial planning policies. The results of the analysis show that there is a change in land use from land use for rice fields to villages. From the analysis of the suitability of land use for spatial planning, there are 57.5 ha that are suitable and 47.2 ha are not suitable. The results of interviews with informants concluded that the RTRW of Toba Regency will be reviewed so that it is more relevant and specifically that the spatial pattern along the Baige by pass road will be reorganized in the Balige District RDTR. On the other hand, the implementation of IPPT at the land office is constrained due to ignorance of the laws and regulations regarding the use and use of land. From these results it is concluded that the impact of infrastructure development is the occurrence of changes in the use of the surrounding land and resulting in deviations in spatial patterns due to changes in land use. The RTRW of Toba Regency will be reviewed and the direction of the spatial pattern along the Balige by pass road will be regulated in the Balige District RDTR.
