Abstract
The Ministry of ATR/BPN through the district/city land office and the local government conducts the Government Agency Land Inventory program, hereinafter abbreviated as INTIP to improve efficiency and accelerate government agency land inventories. Various obstacles in the collection of textual data and spatial data that make it difficult to achieve the INTIP targets are met and the implementation of data collection is not efficient. The impact that emerged later was the difficulty of integration between textual data and spatial data. The purpose of this study is to explain the problems and constraints faced in INTIP activities, design an information system to answer existing problems and constraints and explain the benefits of information systems for users involved in INTIP activities. Based on the above background, for time efficiency in the implementation of activities, it is necessary to build a mechanism and system for collecting and managing data from the INTIP. So in the research that the researchers did, they used the Research and Development (R&D) method. Data collection techniques were carried out through: interviews, observations and document studies. Data analysis was done descriptively. The results showed that: (1) The problems and constraints in INTIP activities were: (a) the implementation of textual and spatial data collection was carried out manually using hardcopy, (b) textual and spatial data collection was divided into two different forms, (c) collection of textual and spatial data textual and spatial data using hardcopy, there are often writing errors in data retrieval in the field, (d) data storage of INTIP results is still in hardcopy, (e) there is a discrepancy between textual and spatial data due to separate textual and spatial processing, (f) the implementation of INTIP requires cooperation with other sections, (g) the number of targets given so that each team has difficulty in carrying out data management and monitoring of INTIP activities that cannot be carried out in real time; (2) The design of the information system consists of several stages, namely: (a) analysis of user and system requirements, (b) database creation, (c) information system design, (d) testing and evaluation of information systems, (e) system improvement information; (3) The benefit of the Land Collecting and Plotting Information System (Si-Copilot) in INTIP activities is that it is able to collect, process, and manage textual data and spatial data simultaneously when retrieving data at the INTIP location. This can make it easier for users to integrate textual and spatial data so that it can help accelerate the completion of INTIP's work. Keywords: Data Collection, Information System, INTIP
