Abstract

The development of tourism areas currently affects the increase in development. As has happened in West Manggarai Regency since the establishment of the Komodo National Park (TNK), which is the habitat of the Komodo dragon, it has become one of the 7 wonders of the world. Increased development causes the need for land to also increase, and land problems are increasing. To overcome this problem, the Ministry of Agrarian and Spatial Planning/National Land Agency (ATR/BPN) issued an activity, namely Improving the Quality of Land Data Independently (PKDPM) in the context of Problem Solving at the West Manggarai Regency. The PKDPM activity was carried out by the Land Office of West Manggarai Regency, precisely in Labuan Bajo Village, and was the first activity carried out in Indonesia. The expected result of this activity is to have good quality land data and to identify land problems that occur in West Manggarai Regency so that the solutions can be found. The purpose of this research is to find out the strategy adopted by the Land Office of West Manggarai Regency in PKDPM activities, what are the results of PKDPM activities, and how were the strategies for resolving land disputes and conflicts by the use of PKDPM results. The method used in this study is a descriptive method with a qualitative approach. Data were collected through interviews with informants and document studies. From this study, it was found that the strategy implemented by the Land Office of West Manggarai Regency in PKDPM activities was to involve the community, village officials, and traditional elders who knew the history of the land. It was also found that the PKDPM activity produced 7 maps, one of which was a Dispute Map, which was then used to identify problems in Labuan Bajo Village. The problem was then resolved through mediation by the Land Office of West Manggarai Regency. Keywords: Land problems solving, PKDPM, West Manggarai
