Abstract

The Ministry of Agrarian and Spatial Planning/National Land Agency (ATR/BPN) is modernizing land services to adapt to legal and technological development by launching an Electronically Integrated Mortgage Service. Regulation of the Minister of Agrarian and Spatial Planning/Head of the National Land Agency Number 5 of 2020 concerning Electronically Integrated Mortgage Services (HT-el) is the basis for the HT-el process. This regulation gave birth to 3 (three) pillars, namely (1) the land office, (2) PPAT as users of HT-el services, and (3) Banks as creditors. In the early implementation, the results obtained did not go according to what was dreamed of. As has been implemented at the Magelang Regency Land Office. The complexity of the problems faced in the implementation of HT-el, the researchers are interested in knowing how the response from the parties to the implementation of HT-el in the Land Office of Magelang Regency and how the strategy of the Land Office of Magelang Regency in overcoming the problems faced by the parties in the implementation of HT-el. This study aims to determine how the response of the parties on the implementation and the obstacles encountered in service HT-el in Magelang District, as well as how the strategy Magelang District Land Office in overcoming obstacles faced by the parties. This study used a qualitative method with descriptive approach, which describe the response of the parties to the implementation as well as difficulties in servicing HT-el based on qualitative data collection techniques such as interviews, participant observation, passive and literature. The results showed several responses from PPAT and Banks who did not really understand the mechanism of HT-el services, there were no special officers and the internet network was not yet stable in accessing HT-el applications.
