The national land policies that based on TAP MPR RI No. XXI/ 2001 guide the Government to hold land occupancy and ownership rearrangement with some principles such as contributing to increase people welfare as possible by creating new prosperity source and contributing to promote equity especially on land access. For this reason the need of land occupancy and land ownership database become a very critical matter. On the other side, the development of land information system stage in the world provides the standard data model that can be used as a guidance to develop LIS for each country. That standard known as Cadastral Core Domain Model. The objective of this research is to develop the CCDM for land occupancy and land ownership database management. This research done by extending three basic components called RealEstateObject, Person, and RightsOrRestriction. The CCDM use object orientation modeling that support by ESRI. Microsoft Visio as a CASE Tool has been used to modeling land occupancy and ownership relationship between people and the land parcel. Spatial and attribute data of land occupancy, ownership, land use of Desa Panggungharjo, Sewon District, Bantul Regency were used to evaluate the system Results of this study demonstrate how the technique of inheriting in the object-oriented database approach, reduce redundancy in the work of classes specifying by generalize similar attribute from the descendant classes into parent class. Finally, the result of this research successfully implement logical data model in Visio format into ESRI Personal Geodatabase. At the end of the research, through database transaction evaluation, there is proven that the database can provide initial information which is needed to rearrangement of land occupancy and ownership. The result will provide some benefits to National Land Agency in developing Land Occupancy, Ownership, Usage, and Utilize Database.
