Abstract
The implementation of Agrarian Reform activities to date is considered to have not been successful because there are several cross-sectors or ministries that have not been maximal in carrying out their respective roles. The preparation of action plans through structuring access to reform is expected to be able to explore village potentials that can be developed by the community. In Dadapan Village, Pringkuku District, Pacitan Regency, there are many potential villages that already exist and can be developed such as agriculture, plantations, livestock, tourism, industry, economy, BUMDes, and others. This study aims to develop an action plan that can develop the potential of the area, the impact of the implementation of the action plan, the inhibiting and driving factors in the implementation of the plan as well as the strategy for resolving the not yet maximized potential in Dadapan Village. The research method used is a qualitative method with a descriptive approach. The results of the research require assistance from the Ministry or related parties in fostering local communities in cultivating and utilizing their land. Cooperation and coordination between related lines is needed so that the objectives of the preparation of the action plan can be carried out properly in order to improve the welfare of the community in Dadapan Village.
