Abstract

The Complete Systematic Land Registration (PTSL) activity is the first land registration activity that is carried out in unison. The object regulated by PTSL land is particular lands which have not been registered and have been registered. The land parcels that have been registered are done by improving the quality of the data. The registered land parcels in cluster 4 (K4) is consisted of unmapped land parcels (KW4-KW6). The Klaten Regency Land Office in 2021 has completed data quality improvements for 12,430 land parcels. The aims of this research are in threefold, namely 1) to understand the characteristics of the K4 plot of land; 2) to understand the process of improving K4 land parcels; 3) Knowing and solving the problems found in the process of improving data quality of K4; and 4) to understand the strategy in the process of improving the quality of K4 land parcel data at the Klaten Regency Land Office. This study deployed a qualitative method with a descriptive approach in a village or ward. An analysis unit with three criteria was done and it covered rural (deserted), suburban (moderate), city (crowded) The results of this study unveiled that the number of plots of land contained in the KW4-KW6 data quality at the Klaten Regency Land Office experienced a significant increase after PTSL was carried out. There was a data quality improvement in Jotangan Village with detailed percentage on 97%, Japanan Village with detailed percentage on 99% and Karanglo Village with detailed percentage 99%. The process of implementing data quality K4 improvement was done by making Decision Letters, data or document inventory, studio activities, field activities and finalization of field activities to improve data quality. The strategy for improving the quality of KW4-KW6 data included the roles of man, money, materials, machines and methods (5M). There were obstacles found in the quality improvement process because these constraints were divided into technical and non-technical constraints.
