Abstract
One of the purposes of issuing the Job Creation Law (Undang-Undang Cipta Kerja (UUCK)) related to business licenses is to facilitate and accelerate business actors in obtaining Suitability of Space Utilization Activities (Kesesuaian Kegiatan Pemanfaatan Ruang (KKPR). The implementation of KKPR license in Madiun City is carried out for business and non-business activities. Non-business activities are carried out through the Madiun City website, namely Madiun Kota Single Submission. For Business activities are carried out through the Online Single Submission (OSS). Through this paper, the author would like to describe the implementation of KKPR licenses in Madiun City, the parties involved, and the role, and no less critical discuss Human Resources in terms of Quality, Quantity, and Distribution. This research uses qualitative methods with a comparative descriptive approach. Data Collecting to support this paper was carried out through document studies and interviews with KKPR license implementers, including business actors. The results showed that the implementation of the KKPR license for business activities still has obstacles in its implementation both from the website and Human Resources. The implementation of the permit is also still not by service standards. This can be seen from people who input data on OSS, do not fill in active contact person phone numbers and active emails yet are still verified. Thus, the Land Office will face difficulty to contact them when a field check is carried out. Apart from the implementation, the roles and related parties are following existing regulations. The quality of human resources, it is quite good. However, the quality of business actors is still lacking. The business actors admit that there is a lack of knowledge about the implementation of business licenses carried out through the OSS. They never attended the training. Therefore, they find it difficult when registering their business. Regarding the distribution, there are still understaffed both at Public Work and Housing (PUPR) and the Land Office. PUPR has less than 11 implementers in carrying out KKPR permits while the Land Office employees at the Arrangement and Empowerment Section, the implementers are borrowed from other sections.
