Abstract

After the issuance of UUCK based on Article 5 of PP Number 5 of 2021, the basic requirements for Business Licensing are: 1) Conformity of Spatial Utilization Activities (KKPR); 2) Environmental Approval; 3) Building Approval and Function-worthy Certificate. Of the three requirements above, the most closely related to spatial planning permits is the KKPR. KKPR can be granted with 3 (three) mechanisms, named Confirmation of KKPR, Approval of KKPR and Recommendation of KKPR. In the City of Mojokerto, business and non-business permits are still given through PKKPR, due to the unavailability of RDTR integrated with OSS. The purpose of this study is to find out which institutions act as OSS implementers for KKPR, the problems faced by the institution parties in issuing KKPR, and to determine the quantity and quality of OSS-KKPR implementers. The research, which was conducted in Mojokerto City, used a qualitative research method with a descriptive approach. Collecting data by conducting interviews and document studies which are then presented in the form of narratives, pictures and tables. The results of this study are that the City of Mojokerto is still given KKPR approval (PKKPR) due to the unavailability of an integrated RDTR, thus involving several agencies in its completion. In providing PKKPR both business and non-business, there are 3 technical offices involved in 1 administrative office and 2 technical offices. Completion of PKKPR by the relevant agencies has different problems and solutions. The efforts that made are taking the policies to continue providing a good service to business actors. The number and quality of PKKPR human resources are different and there is a distribution that is not in accordance with the expertise and work being done. Even though there are problems in PKKPR and the limited number and quality of human resources, the provision of PKKPR can still be carried out by the implementing agency.
