Abstract

Agrarian reform is a combination of the implementation of asset management and access management which aims to strengthen land rights and increase the economic value of land. Asset Management activities are accommodated by the Ministry of Agrarian/National Land Agency while Access Management activities are carried out by various parties so that cross-sectoral coordination is needed for the implementation of activities in accordance with community empowerment planning. The issuance of Presidential Regulation No. 86 of 2018 on Agrarian Reform is a milestone in accelerating the implementation of Agrarian Reform involving related stakeholders in the implementation of access arrangement. Therefore, it is necessary to conduct research to be able to determine the physical and non-physical potential of the village / kelurahan to improve the welfare of the community. This study uses qualitative methods with participatory research approach. Data collection techniques were carried out by observation, interviews, spatial data analysis and literature studies while sampling techniques were carried out by snowball sampling. The result of this research is an action plan in community empowerment activities by paying attention to physical and non-physical potential based on regional potential. Strategies are needed in the development of agricultural potential, fisheries, tourism, plantations, industry, trade and art and culture. Continuous assistance is needed from each relevant agency to be able to help the community to be able to improve skills so as to increase income that has the potential to improve welfare so that people are able to have competitiveness and independence.
