Abstract

The National Strategic Project (PSN) is a form of effort to accelerate national development, consisting of national strategic projects and programs. As part of the consequence of the establishment of PSN is the implementatation of land acquisition activities to provide land for the PSN projects. One of the example is land acquisition for the construction of oil refinery processing operated by Pertamina, located in Wadung Village, Kecamatan Jenu, Kabupaten Tuban. Land acquisition will likely giving the consequences on the change of economic, social and cultural structure of the affected community. Therefore, on land acquisition process, protection (safeguard) covering protection to the livelihood of affected community is highly necessary. This can be impemented by the implementation of livelihood restoration program for project affected person, that should be included on the Planning Document of Land Acquisition Process as part of the project. This research aims to understand the livelihood conditions of the affected communities in Wadung Village and the strategy to restore their livelihood. The research use qualitative method with a descriptive approach. Data collection carried out by interviews, observations and document studies. The results showed that the area of the village has changed. In addition, there were disturbances on the livelihood of the community, as seen from 5 livelihood assets which are human assets, natural assets, financial assets, social assets, and physical assets. There are 3 life recovery strategies carried out by affected communities, namely survival strategies, consolidation strategies and accumulation strategies. Meanwhile, The restoration livelihood from Pertamina Rosneft was given especially for the affected local communities. The restoration programs are job creation for local peple,, scholarship education programs to Akamigas Cepu, enviromental program by planting cypress trees, social assistance, improving public and social facilities, and community empowerment programs related to animal husbandry that are still in progress.
