Abstract
Registration of Land in Indonesia has reached 62.85% of the estimated total of 126 million plots that must be registered. Improving the quality of data on plots is carried out in the complete systematic land registration program (PTSL) on plots registered subject and the object is uncharted that known by plots cluster four (K4). The plots registered at The Ministry of Agrarian Affairs and Spatial Planning / National Land Agency of Karanganyar are 550,546 plots of land, there are still 81,091 plots of land that not been improved yet for data quality. This study aims to determine the characteristics, processes, constraints and strategies as well as the methods implemented in improving the data quality of cluster four (K4) plots at The Ministry of Agrarian Affairs and Spatial Planning / National Land Agency of Karanganyar. The method used in this research is descriptive qualitative with a comparative approach. This method aims to describe the achievement of improving the quality data of plots by looking at the characteristics of the area and the social conditions of the society. The results showed that the characteristics of the cluster four (K4) plots were influenced by the number of plots, the type of land rights, the year the certificate was issued and the origin of the land rights. Improving the quality of plots data is according to PTSL's 2020 technical guidelines. The problem faced are the existence of warkah, human resources, budgets and infrastructure that don't support the implementation of cluster four (K4) plot, so the strategy that's applied is using supporting data from relevant agency and collaborate local government and village government. The regional and social character of the community have an effect on improving the quality of plot data. There are 99 villages that received complete value of village (NDL) in the 2020-2022 period. The researcher suggests that is necessary to carry out an inventory of warkah data to find out the history of the land, need an internal database, involve the local government of Karanganyar Regency, field measurements and need for regulation in the settlement of cluster four (k4) plot residues.
