Abstract

The issuance of the Minister of PUPR Decree No.365/KPTS/M/2020 concerning the Determination of the Lake Rawa Pening Borderline is used by the Ministry of PUPR as a regulation to reorganize the Rawa Pening Lake area which is in critical condition. This regulation was then followed by an elevation of the lake's waterlogging which caused the existing condition of the lands around Lake Rawa Pening to sink. It doesn't stop there, people who depend on the use of land resources around the lake have ended up unable to carry out agricultural activities in the form of rice fields since the lake's inundation was raised in 2020 which has an impact on the loss of community livelihoods, both sharecroppers and landowners who have been depending on rice fields around Lake Rawa Pening. This study aims to find out the problems that occurred after the publication of the fight, including the pattern of control and ownership of community land around Lake Rawa Pening, lake regulation policies based on established regulations, as well as lake rescue strategies that should provide the principle of benefit to the physical condition of the lake. improve the economy and improve the quality of life of the people around Lake Rawa Pening. This study uses a qualitative research method with a descriptive approach. The results showed that the issuance of the Decree of the Minister of Public Works and Public Housing No.365/KPTS/M/2020 concerning the Determination of the Lake Rawa Pening Borderline caused the existing condition of the lands around the Rawa Pening Lake to be in the lake area and the lake body. This condition has the potential to lose land tenure and ownership rights by the community which will lead to prolonged social conflicts. Therefore, it is necessary to take wise steps both in terms of planning for the regulation of the lake area as well as a strategy to save Lake Rawa Pening which must pay attention to the rights to community land that they have controlled and owned for decades.
