Abstract

Complete Systematic Land Registration (PTSL) is a National Strategic Program (PSN) of the Ministry of Agrarian and Spatial Planning /National Land Agency. One of the activities in PTSL is improving the quality of data on cluster 4 (K4) land plots, K4 land plots are registered and certified land plots but have not been mapped into the Land Activity Computerized Registration Map (KKP). The Sukoharjo Regency Land Office in 2022 received a target of completing the improvement of the quality of K4 land plot data amounting to 20,000 plots of land. The large number of targets for the completion of K4 land plots and other land service activities makes it often encounter obstacles in its implementation. To overcome these obstacles, it is necessary to find solutions and strategies so that the quality of K4 land plots runs smoothly and gets good data quality. The purpose of this research is to determine the characteristics of the K4 land plot, the process of improving the quality of the K4 land plot data, the obstacles experienced in the process of improving the quality of the K4 land plot data and the strategy of resolving constraints in the process of improving the quality of K4 land plot data at the Sukoharjo Regency Land Office. The research methods used to achieve these goals, researchers use qualitative research methods with a descriptive approach. This research use an analysis unit covering 3 villages namely Bulakrejo Village, Grajegan Village and Puhgogor Village with consideration of urban areas, suburban areas and rural areas. The results of this study are 1) The most number of K4 land plots is located in urban areas, the least is located in rural areas. The types of land rights in this K4 are in the form of Property Rights, Building Use Rights, Right of Use and Waqf Rights. The distribution of the most K4 land plots was published in 1973 – 1996. The distribution of K4 land plots is more in non-agricultural areas than in agricultural areas. 2) Improving the quality of K4 land plot data involves 5 elements, namely Human Resources (HR), equipment/facilities, activity budgets, materials and procedures. 3) Constraints on activities to improve the quality of K4 land plot data at the Sukoharjo Regency Land Office consist of technical and nontechnical constraints. 4) The strategy for solving obstacles to activities to improve the quality of K4 land plot data at the Sukoharjo Regency Land Office is to maximize these 5 elements and continue the process by looking for strategies that have not been implemented at the Sukoharjo Regency Land Office.
