Abstract

The suitability of space utilization activities is a new policy in the form of simplifying the basic requirements for business licensing through an online application. The problem is, in Semarang Regency, complaints of unpreparedness in implementing policies have an impact on speed and accuracy. The mechanism used in Semarang Regency is the Approval of the Suitability of Spatial Utilization Activities (PKKPR) so that this study aims to determine: (1) how to implement PKKPR through the OSS application in Semarang Regency, (2) what pre-ideal conditions are needed for the issuance of KKPR, (3) what is the role of the parties involved in its implementation, and (4) how the system integration and the relationship of the parties involved. The research method used is descriptive qualitative, with data collection techniques in the form of: (1) interviews with DPMPTSP, the Spatial Planning and Land Division of the DPU, the Land Office, Assistant for Economics and Development, as well as business actors, (2) observations on the implementation of OSS and the current licensing climate in Semarang Regency, and (3) review of PKKPR product documents and building regulations. Based on the results of the study, the implementation of PKKPR in Semarang Regency for business activities is carried out through the OSS application and has not been effective, while the implementation of PKKPR for non-business activities and national strategic has not been running. Pre-ideal conditions are needed to increase the effectiveness of PKKPR implementation in Semarang Regency in the form of: improvement of regulations that explain certain authorities, availability of RDTR to accelerate the issuance of KKPR, validation of LSD data with updated RTRW, readiness of OSS applications in terms of data integration, data storage, and quality control, formation of FPR, and the inclusion of PKKPR implementation points in the main functions of functional positions. This research is equipped with a map of the problems that become obstacles in implementing KKPR through the OSS application and formulating alternative solutions to prevent new problems and 10 overcome existing problems related to the implementation of KKPR through the OSS application.
