Abstract

The publication of Spatial Planning information as regulated in the Undang-Undang Cipta Kerja has a major impact on the licensing mechanism. The granting of space utilization permits that refer to the Spatial Planning can be carried out more effectively and efficiently by assessing the suitability of spatial utilization activities (KKPR), where the services have been integrated with the administrative agencies that serve the registration and issuance of the intended utilization permits. Regulations related to the implementation of licensing have also changed with the enactment of Government Regulation Number 5 of 2021 concerning the Implementation of Risk-Based Business Licensing (OSS RBA). These two new things, namely KKPR and OSS RBA have an interrelated relationship where KKPR is one of the basic requirements in the implementation of OSS RBA. However, OSS RBA has not been able to fully become a way for the issuance of KKPR, because OSS RBA has a focus only on KKPR for business activities. Seeing this condition, the City of Semarang organizes space utilization permits for non-business activities through a local application that adopts the RBA OSS system, namely the Easy and Integrated Investment Permit System (Siimut). The purpose of this study is to find out what preconditions are needed so that KKPR for non-business activities can be issued through the RBA OSS Application, and to find out the implementation of the Minister of Agararia and Spatial Planning Regulation No. on the implementation of licensing for the suitability of space utilization activities for non-business activities through the Siimut application in Semarang City which involves two other agencies, namely the Spatial Planning Service and the Land Office, as well as knowing the response from each of the agencies involved. Based on the research results, the implementation of KKPR for nonbusiness activities through the OSS RBA has not yet been implemented and preconditions are needed that can make the issuance of KKPR for non-business activities through the OSS RBA possible. The implementation of the issuance of KKPR for non-business activities through the Siimut application has been running based on the applicable provisions. However, there is no KKPR for non-business activities that has been published by the Siimut application. Keyword: space utilization, permossions, integration.
