Abstract

Agrarian reform is a process of rearranging the control, ownership, use and utilization of land in a more equitable manner. In addition to asset management carried out by the Ministry of ATR/BPN, there are also access arrangement activities. According to Regional Regulation Number 6 of 2011 for Gunungkidul Regency, the Purwodadi Village is designated as a coastal development area in Gunungkidul Regency. The current condition of people of Purwadadi Village are many of them were classified as poor and not prosperous. This is due to the development of regional potential, from physical, artificial and social potential that has not been able to be developed optimally. This study aims to formulate an action plan for structuring access to agrarian reform and the impact of the intended implementation can increase income and community welfare. Then take an inventory and formulate a solution for the inhibiting factors and the driving factors that are expected to affect the success of the implementation of the access management action plan. The research method used is qualitative with a descriptive approach. The results of the study show that the Purwodadi Village has natural, tourism, socio-cultural wealth that has the potential to be developed. According to researchers the use of land for Wetland Agriculture has a land capacity of 205,279 Ha, Agricultural Land with an area of 435,546 Ha and upland/fields with an area of 146,440 Ha. From the results of the analysis, it can be estimated that high soil capacity can be optimized to increase productivity in the agricultural sector in the Purwodadi Village. In addition to increasing agricultural production, the leading business sector needs to improve facilities and develop ecotourism that runs with existing natural ecosystems. The strategy needed were also in developing the potential for fisheries, animal husbandry, industry, and cultural arts. continuous assistance is needed from each relevant agency to be able to help the community improve skills and design appropriate business activities so as to increase income which is possible to improve welfare.
