Abstract
Basically, the purpose of the Complete Systematic Land Registration (PTSL) program is to accelerate the provision of certainty and legal protection of community land rights so that it can be a way to open access to formal capital that can be used for investment and of course it is expected to boil down to improving welfare and prosperity. However, it turns out that there are still several obstacles in the implementation of PTSL which resulted in the emergence of Cluster 3 land plots so that it could hinder the implementation of the acceleration of land registration in Indonesia. Some of these factors include: 1) Implementing Factors which include the human resource capacity of implementing officers, participation of village officials, cooperation of village officials with land offices, local shops; 2) PTSL Participant Factors, namely beliefs about the benefits of certificates, financing, enthusiasm and compliance with figures/leaders; 3) Natural Factors that can affect the suboptimal or even the failure of the implementation of a policy. The purpose of this research is to determine the history of PTSL implementation in Karangrowo Village and Soco Village and analyze the factors causing the high number of cluster 3 fields and find out the role of Stakeholders in the PTSL program. This research was conducted using a mixed method, namely by integrating quantitative approaches and qualitative approaches. The two villages sampled were chosen because they have a high number of cluster 3 fields. The survey was conducted using a questionnaire as a data collection tool. The sample used as respondents was sixty people spread across 2 (two) villages, namely Karangrowo Village and Soco Village. Qualitative data collection was carried out using the method of in-depth interviews with 7 (seven) informants. Another method used is through observation in two villages and also reviewing village monographic documents. From the results of the research, it is known that the people of Karangrowo Village and Soco Village understand that the function of the certificate is as proof of land ownership, but the community does not agree that the function of the certificate is used as collateral to obtain borrowed capital at the bank. The low community participation that causes cluster 3 can be seen from three main factors, namely: program content and clarity, implementing competence and the program communication process. Participant factors consist of: program benefits, meaning of certificates, financing, inheritance problems and local shops. Natural factors consist of topography and land characteristics. The policy challenge at the local or community level encountered in the implementation of the PTSL program in two villages is the diversity of community perceptions related to the program which is influenced by the culture of the local community. The key stakeholders in this PTSL program are the Ministry of ATR / BPN, both central ATR / BPN, Provincial ATR /BPN, and the Kudus Regency Land Office. Meanwhile, the supporting stakeholders in this PTSL program are the Karangrowo Village Government and Soco Village. Keywords : PTSL, Cluster 3, Rejection, Constraints
