Abstract
The implementation of risk-based business licensing is a new government’s policy to support the improvement of the investment ecosystem. The business licensing process requires the relevant agencies to carry it out online. This study aims to explain the process of administering business licensing through the OSSRBA which integrated with the KKPR system, it’s obstacles and efforts to resolve it and to describe each element of the preconditions for the implementation of business licensing in Pasuruan Regency. This study uses a qualitative method with a descriptive approach. Researchers used two analytical techniques, named comparative analysis in explaining the suitability of the implementation of business licensing with applicable regulations and descriptive analysis in outlining obstacles and efforts to resolve by related parties. The results of that analysis are then re-analyzed to find out every element that affects the preconditions for the implementation of business licensing in Pasuruan Regency. The results of this study indicate that the implementation of business licensing through the integrated KKPR OSS-RBA system in Pasuruan Regency is appropriate with applicable regulations. The obstacles faced by related parties in the form of constraints from the OSS-RBA system that isn’t ready and the RDTR hasn’t been integrated. Preconditions for the implementation of business licensing in Pasuruan Regency are in the form of regulations as a legal basis, human resources that are ready and the availability of hardware and communication from related agencies that are coordinating.
