Abstract

In the context of implementing one-stop licensing, the government issued Government Regulation Number 24 of 2018 that all permits are attempted to be carried out online which is often referred to as Online Single Submission (OSS). OSS does not only carry out business activities, but also carries out non-business activities. In Sidoarjo Regency the implementation of non-business activities uses a local website that is integrated with OSS. The website used is the Integrated Licensing Service Information System (SIPPADU). After the issuance of the Job Creation Law Number 11 of 2020, the government hopes that business actors or applicants will find it easier to provide services. So that Government Regulation Number 5 of 2021 is re-issued regarding Implementing Risk- Based Business Licensing (RBA). All activities related to space utilization are carried out through OSS or KKPR. However, after the publication of the OSS-RBA, the website for non-business activities is no longer integrated with the SIPPADU website. So that the implementation of non-business licensing is carried out manually because it is not updated for the implementation of KKPR licensing. Through this paper, the author wants to describe the implementation of nonbusiness activities in Sidoarjo Regency, the role and problems that occur. The research method used is a qualitative descriptive approach. The data generated are primary data obtained from interviews and observations while secondary data is generated from documents in the office. The results of the study indicate that the availability of RDTR does not have a significant impact on the implementation of non-business licensing. It can be seen that the implementation of non-labor licensing is carried out manually. So the RDTR will most likely wait until the OSS is implemented in Sidoarjo Regency. The roles of nonbusiness licensing implementers include: (1) DPM-PTSP; (2) PUPR; (3) the Sidoarjo Regency Land Office; (4) Department of Housing, Settlement, Work Creation and Spatial Planning (DP2CKTR). For problems that often occur, the DPM-PTSP is not selective in filtering incoming files, the lack of coordination between PTSP and other parties such as PUPR and the Land Office in the cover letter.
