Abstract
Environment degradation as embodies in the massive urban expansion, water pollution, air and land with a variety of pollutants, increased of slum areas and informal sectors, declining soil surface and ground water, increased flood hazard, chaotic urban design & building shows the land management has not performed. Urban land management is not likely to succeed if only implemented by administrators only, without involving all interested stakeholders on the sustainability of cities. One of the stakeholders of the existence of the city with huge potential to play an active role in the urban land management is the city communities. The diversity of urban communities, both formed by the territorial, profession, or formed by the social & ethnic strata, a city entity that will determine the future of the city. That is, the potential possessed by each community can be empowered in the implementation of spatial planning which includes planning, utilization and control of urban space. Atur Diri Sendiri which put forward the spirit to avoid the NIMBY syndrome, can be used as the main principle of a community to regulate its own territory properly and sustainably without inflicting damage to the surrounding area. Administrators who have authority in the operation of the arrangement of space can accommodate the various interests of each community in accordance with existing regulations and can facilitate involvement in the preparation of spatial plan of the city. Legally, the role of communities in the arrangement of space has been provided for in UU No. 26/ 2007 on Spatial Planning. This suggests that the involvement of communities in the city in a participatory spatial planning is a necessity to realize the future sustainability of the city. Community Based Spatial planning prepared as above is one of the land urban management alternative which is cheap, empowering, controlled by the relevant agencies, to obey the principle, and 2 in accordance with the orientation of urban development and in accordance with the characteristics of a critical urban communities. These ideas can be achieved if urban development in a participatory consciousness has been institutionalized and become an important issue for all stake holders involved and responsible in the sustainability and future of the city.
