Abstract

The vision and mission of the Ministry of ATR / BPN towards world-standard institutions in both structuring, spatial and land services. The phrase world standard is inherent in the development of information technology which is not only the Industrial Revolution 4.0 but has led to the Industrial Revolution 5.0 based on Presidential Regulation Number 95 of 2018, concerning Electronic-Based Government Systems (SPBE), so improvements are made to the current land and spatial planning service process. Wonogiri Regency has an area of approximately 1,822.37 Km². The distance of the border from the city center makes it difficult for applicants to apply for certificates, with applicants or owners having to spend more money and more time to complete their affairs. The objectives of this study are (a) To find out how the Public Response to the Sego Tiwul Land Service Application at the Wonogiri Regency Land Office (b) To determine the effectiveness of the Sego Tiwul Land Service Application at the Wonogiri Regency Land Office. The research method used is Mix Methods Researchers use Sequential Exploratory Design techniques in mixed method research involving the first stage of qualitative data collection and analysis followed by the second stage of quantitative data collection and analysis. The analysis results explain that several indicators included in the time variable, namely Queuing (P1), ease of knowing the application requirements (P2), easy application submission (P3) and internet network access that affects the sego tiwul application (P4) have a percentage value of 74.44% (good), 83.33% (Very Good), 84.44% (Very Good) and 85.00% (Very Good) the value is obtained from the acquisition of the calculation of the overall value of the answers from 45 respondents, the total value of the respondent's answer is calculated and then the results of the sum of the values are grouped based on the interval class that has been determined. Cost variables, which are based on indicators of additional costs to the admin on file requests via sego tiwul (P5) and indicators of expenses incurred in making requests through the sego tiwul application not much (P6). Has a percentage value of 87.78% (very good) and 75.56% (good). Procedure variable, based on the indicator Steps in applying for files through the sego tiwul application (P7) and indicators that it is easy for people to access the sego tiwul application (P8) have a percentage value of 79.44% (good) and 85.00% (good). The value is obtained from the acquisition of the calculation of the overall value of the answers from 45 respondents, the total value of the respondent's answer is calculated and then the results of the sum of the values are grouped based on the predetermined interval class. Cost variables, which are based on indicators of additional costs to the admin on file requests via sego tiwul (P5) and indicators of expenses incurred in making requests through the sego tiwul application not much (P6). Based on the results of the researcher's analysis of all questions given to respondents on the Sego Tiwul Application has a value between the ranges of 134 to 158, based on the results of this analysis, of the 8 questions resulted in 6 questions whose results were very effective and 2 resulted in effective values on a Likert scale analysis. In general, users of the Sego tiwul service application at the Wonogiri Regency Land Office have run as expected. This means that it has fulfilled the purpose of creating the application, namely making it easier for the community to fulfill their requests. Analysis of the effectiveness of the Sego Tiwul Application at the Wonogiri Regency Land Office has an average value of 81.88% from 8 questions and 45 respondents, so it can be concluded that the application and use of the Sego Tiwul Application is effectively used in the Wonogiri Regency Land Office work area.
