Abstract

IMPROVEMENT OF LAND QUALITY FROM CLUSTER 3 TO CLUSTER 1 IN COMPLETE SYSTEMATIC LAND REGISTRATION AT THE NORTH LAMPUNG REGENCY LAND OFFICE During the implementation of Complete Systematic Land Registration (CSLR), not all mapped land parcels can immediately receive the Certificate of Land Ownership (SHAT). Therefore, there are cases of land parcels categorized as Cluster 3. A Cluster 3 land parcel can be upgraded to Cluster 1 in the subsequent CSLR implementation year. However, this process encounters various challenges that hinder the optimal enhancement of quality, utilizing data from previous CSLR implementations. As a result, the research problem encompasses the reasons behind the occurrence of Cluster 3 in CSLR, the impacts of Cluster 3 existence, and the efforts to elevate Cluster 3 to Cluster 1 within CSLR. The objective of this study is to understand the actions undertaken by the North Lampung Regency Land Office to address the issues related to Cluster 3 land parcels. The research methodology employed is qualitative with a descriptive approach, involving data collection through interviews, observations, and documentary analysis. The study is conducted at the North Lampung Regency Land Office, specifically in one of the villages where CSLR is implemented, namely Ulak Ata Village. Data is gathered through interviews using purposive sampling, involving 10 informants including the Head of the Land Office, Adjudication Committee Chairperson, Deputy Adjudication Committee Chairperson, Physical Data Collection Officer, Juridical Data Collection Officer, Village Head/Village Officials, and Community members in Ulak Ata Village. The causes of Cluster 3 in the CSLR program at the North Lampung Regency Land Office are attributed to internal factors, such as the lack of budget for SHAT issuance, and external factors including community unavailability due to unclear inheritance distribution, financial issues resulting from BPHTB payment and SKB 3 Ministerial payment regulations, as well as landowners' unwillingness to certify their land. The emergence of Cluster 3 obstructs the acceleration of land registration, hampers CSLR targets, and leads to work backlog. However, Cluster 3 also brings positive impacts to the community, such as reducing land conflict disputes and providing cost relief for land measurement through the CSLR program. To elevate Cluster 3 to Cluster 1, the North Lampung Regency Land Office employs strategies like re-clarification or cross-checking, communication with landowners, training and socialization, as well as coordination.
