Abstract

The implementation of Complete Systematic Land Registration (PTSL) activities in Indonesia often encounters problems, one of which is the existence of anomalous land parcels. To solve this problem, the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency has issued a Circular Letter that regulates the integration mechanism between PTSL activities and PTPR activities. This can certainly help the Land Office to overcome anomalous land parcels. With this integration mechanism, each anomalous land parcel can be identified through the Thematic Map of Spatial Land (PTPR) which will be used as a Working Map in the following year's PTSL activities. The purpose of this research is to find out how to recognise and also overcome anomalous land parcels by utilising the Thematic Map of Land and Space (PTPR) in Kebomas District, Gresik Regency. This research uses descriptive research methods with a quantitative approach with data collection techniques through surveys and interviews. From the researcher's findings, it is found that the PTPR Map can be used to identify anomalous fields by going through the stages of data preparation, location determination and coordinate standardisation, anomaly identification, data analysis and map making which results in Kebomas Sub-district having anomalous fields as much as 4.03% of the total mapped land parcels. Meanwhile, to overcome anomalous land parcels can be done by going through the stages of inventorying anomalous land parcels, field surveys, mapping registered land parcels KW4-6, and Repairing anomalous parcels. However, if the PTPR Map used is based on an aerial photo map, the rectification can be done in a studio without conducting a field survey.
