Abstract

One of the infrastructure developments that is being intensively implemented by the government is the construction of toll roads. One of the toll road developments in Central Java is the construction of the Jogja-Solo Toll Road. At the stage of providing compensation, it is inseparable from the problem. Problems that occur come from internal elements or BPN, agencies that need land or assessment teams, and external elements from entitled parties or community institutions. The purpose of this study is to determine the progress of land acquisition as well as the problems and solutions carried out in the stage of providing compensation in Ngawen District. This study used a descriptive qualitative method. Data were obtained by direct interviews with predetermined informants and by conducting document studies related to land acquisition. The results of this study show that the target of land acquisition in Ngawen District is as many as 825 plots of land and 817 plots of land have been completed. The problems that occur at the compensation stage were the revision of assessment result, the difference between the measurement area by BPN and the area based on the rights of prospective land to replace village treasury land, rejection of the compensation value from the community, differences in public perceptions of the land acquisition process, some communities want their land to be avoided, and the village government is not ready to carry out village cash land acquisition. The solutions carried out are to improve the assessment results, make minutes of wide differences and provide understanding to the parties concerned, file objections to the District Court, socialize land acquisition to the entitled parties and implementers of land acquisition in the village, apply to the PPK so that the land is avoided, and conduct mock studies to other villages that have been successful.
