Abstract

The 2022 Access to Agrarian Reform (ARA) Program in Salatiga City, which was implemented for 200 households in RW 05 Kecandran Village, is a form of public service in the land sector based on land use. In providing community services, service providers need to apply the principles of good public service so that good governance can be realized. Good governance is governance that seeks to implement and develop the principles of professionalism, accountability, transparency, excellent service, democracy, efficiency and effectiveness, and the rule of law. The realization of these principles can be seen in the implementation of service delivery to the public / community by government officials. Salatiga City Land Office, as the organizer, cooperates with the Food and Agriculture Service Office as the partner agency that provides assistance to the community. This study aims to find out the elements of public service in the implementation of ARA Handling in Kecandran Village, as well as the realization of the principles of good governance and principles of good public service by the Salatiga City Land Office and the Food and Agriculture Service Office of Salatiga City. This research uses qualitative method with descriptive approach. The results show that the elements of public service which include: types of services, service providers; service recipients; and public satisfaction have been fulfilled well. Meanwhile, the implementation of good governance principles by the Salatiga City Land Office and the Salatiga City Food and Agriculture Service Office can be characterized by the implementation of each stage of activities from determining the location to preparing the data of access recipients.
