Abstract

Land registration is one of the government's efforts to provide legal certainty and protect land ownership. The government, in this case the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) issued a program, namely Complete Systematic Land Registration (PTSL). The PTSL program was carried out as the first land registration activity which was carried out simultaneously, one of which was in Mergawati Village, Kroya District, Cilacap Regency. However, in practice there are several obstacles in the implementation of the PTSL program which can influence the government in realizing the success of the PTSL program itself. This study aims to analyze the implementation of land registration through the PTSL program in Mergawati Village and what are the obstacles and solutions or efforts made in dealing with obstacles to land registration through PTSL activities in Mergawati Village. This research is a descriptive research and analyzed qualitatively. Land registration activities through the PTSL program in Mergawati Village have been carried out in accordance with applicable regulations. However, the results of this study indicate several obstacles in the PTSL program in Mergawati Village and can be overcome by the Cilacap District Land Office.
