Abstract

The Wringinanom Village Registration Map condition after implementing the Complete Systematic Land Registration (PTSL) Program in 2019 still had anomalies that require improvement. The IP4T program has been carried out in Wringinanom by creating the Land and Spatial Thematic Map (PTPR) so that it can be utilized to solve the anomalous problem. This study aims to determine the process of making PTPR, the pre-and post-improvement conditions of land parcels using PTPR on the Registration Map, and PTPR's potential as a Registration Map. This study applied mixed-method research. The results showed that 1) the steps of executing the PTPR program in Wringinanom Village were not following the Technical Guidelines for the 2020 PTPR program since the delineation of land parcels was performed using Google Images that served as a base map for the Sipetik application. Surveyors, village authorities, and community participants were involved in collecting the data using the combination technique, particularly digital form and application. 2) The Wringinanom Village Registration Map condition before improvement was identified as 145 anomalous land parcels due to the PTSL program and Sporadic Land Registration. There were 46% misplaced and 54% gap/overlapping anomalous parcels out of the 145 identified anomalous parcels. Improvement works on the Registration Map utilizing the PTPR data can only resolve 23% of parcels identified as misplaced. 3) Referring to the potential use of PTPR as a Registration Map, an evaluation was performed by comparing the area and shape of the parcels as stated in Circular Letter Number Number 1/SE-300.ST.01/II/2023 concerning the Improvement of the Land and Spatial Thematic Maps (PTPR) into Registration Maps. According to a comparison of the PTPR area to the Registration Map and SU/GU (Survey Drawing and Certificate), 66% of the PTPR parcels did not match the Registration Map and SU/GU. Meanwhile, a comparison between PTPR and SU/GU showed that 35% of land parcels in the PTPR did not match the shape of the SU/GU. It can be concluded that the PTPR of the Wringinanom Village cannot be improved for its utilization as a Registration Map. Keywords: Land Parcel Anomaly, PTPR, Registration Map.
