Abstract

Indonesia is one of the largest agricultural countries in Southeast Asia. The rice harvest area is 10.41 million hectares according to the results of the integrated food crop agricultural statistics data collection activities (Central Bureau of Statistics 2021). The food needs of the Indonesian population have not been met, therefore in order to meet the food needs of its population, the Indonesian state imports rice from several countries. This rice import activity can be concluded that food security in Indonesia is not yet fully strong. Problems begin to arise when there is a mismatch between the LSD map and the RTRW regulations that apply in the area. Many lands with settlement spatial plans were found, but these lands were categorized as LSD. The issuance of new regulations on the protection of food agricultural land has not been fully implemented. This is because there are still many shortcomings in the map of the results of the determination of protected rice fields. This research aims to find out the position of LSD with LP2B, find out the impact if there is disintegration between maps in implementing the policy and find out the new strategy of LSD policy to protect agricultural land by integrating LSD maps with RTRW. This research uses qualitative and quantitative mixed research methods. The findings of the research conducted are that: first, the LSD policy must immediately improve spatial data, with appropriate and accurate spatial data, the implementation of the LSD policy can synergize with other policies. Second, LSD issued for PSN land providers can be replaced through Protected Rice Field Reserves or by looking for areas with surplus food security and making efforts to protect rice fields in these areas. Third, the strategy for maintaining LSD is by involving community participation and holding Protected Paddy Field Reserves so that the existence of LSD in the future is not threatened and integrating LSD maps with the RTRW which aims to smooth development and growth of an area.
