Abstract

Surabaya City Land Office 1 is one of the land offices that carry out activities to improve the quality of registered land parcel data, as stated in the Decree of the Director General of Land and Space Survey and Mapping Number 136/SK-300.UK/VI/2022. This program aims to map all land parcels with the best quality that is valid according to the conditions in the field. Babat Jerawat Village is a village that has carried out PTSL activities in 2018, but these activities have not been able to compile Babat Jerawat Village as a complete village with valid maximul quality (KW) 1 data as a whole, therefore it is necessary to follow up in the form of activities to improve the quality of data on registered land parcels in order to achieve a complete city. The purpose of this research are 1) To determine the process of improving the quality of spatial data of registered land parcels in Surabaya City Land Office 1, 2) To determine the validity of data on the location, area, shape and standard numbering of land parcels as a result of improving the quality of data on KKP land parcels in Babat Jerawat Village, 3) To determine whether the quality aspects of land parcels in Babat Jerawat Village have met the requirements for a Complete Village declaration. The results of this research are 1) The process of improving the spatial data quality of registered land parcels KW 4, 5, and 6 in Surabaya City Land Office 1 has been in accordance with the Technical Guidelines for Complete Land Registration for Cities/Districts (PTKL) in 2019, 2) A total of 115 parcels of KW 4, 5 and 6 have been upgraded to KW 1, while the improvement of Spatial Data Quality for KW 2 and 3 will be carried out systematically at the end of the activity before the submission of the Complete City Declaration, 3) There is a decrease of 1,155 segment gaps and 21,989 segment overlaps resulting from the activity of rearranging the Registration Map, 4) Babat Jerawat Village cannot be declared a complete village because it has not fulfilled several other aspects that are required for the declaration of a complete village, including tolerance of area and parcels, percentage of valid parcels, percentage of scanned land book certificates, and gaps and overlaps. The results of the validity of land parcels refer to the 2019 PTKL Technical Guidelines, namely 1) The entire sample of land parcels has met 100% of the valid data criteria in the location aspect, 2) A total of 25 land parcels from the land parcel sample did not meet the valid data criteria on the area aspect, 3) A total of 4 did not meet the valid data criteria on the shape aspect, and 4) All land parcel samples met the valid data criteria on the standard numbering aspect.
