Abstract

Toll road construction is one of the government's efforts in order to provide easyaccess to the community. One of them is the construction of the Semarang-Demak TollRoad section II in Demak Regency. However, in its implementation, this projectexperienced problems in providing compensation, due to limited budget so thatcompensation payments were delayed. In addition to the late implementation process,there are social, economic and environmental impacts obtained by the affectedcommunity in this case the entitled party and the affected community after the landacquisition of the Semarang-Demak toll road section II. This research aims to analyze the process of implementing land acquisition and theimpacts caused when related to regulations, problems in providing compensation andsolutions. The research used mixed methods with concurrent triangulation design. Datawas obtained through questionnaires to respondents, namely the entitled parties anddirect interviews with informants who have been determined, namely the Head of theLand Acquisition and Development Section, PPK Land Acquisition, Village Officials,and affected communities in Purwosari, Sidogemah, Sayung, Loireng, and TambakrotoVillages. In addition to conducting questionnaires and interviews, researchers alsoconducted document studies related to Land Acquisition Planning Documents (DPPT)and laws and regulations. The results showed that the land acquisition of the Semarang-Demak Toll Roadsection II in its implementation was not in accordance with the regulations and hadpositive and negative impacts on socio-economic and environmental conditions. Theproblems encountered are the late compensation period due to budget constraints,residual land, replacement land for village treasury and wagf, different measurementresults in the certificate and current measurement results, not involving adjacentneighbors in determining boundaries, transfer of rights that are not carried out in frontof a official certifier of title deeds (PPAT), differences in coordinates between coordinates on thework map and coordinates in the field, misuse of compensation money, people livingfar from relatives, loss or reduction of jobs and income, higher tidal flooding, air andnoise pollution, and cracked houses. The solutions are more realistic budget planning,wiser use of compensation money, construction of temporary access roads/bridges forthe community, construction of water pump houses, more pro-active government inproviding selling places, planting trees, and more specific DPPT content related toimpacts.
