Abstract

Controlling the conversion of agricultural land to non-agricultural land has prompted the Ministry of ATR/BPN to establish the LSD Map stipulated in Kepmen ATR/BPN Number 1589/SK-HK.02.01/XII/2021. The establishment of this LSD Map does not refer to the existing RTRW in each district/city, thus causing impacts on the fields of land, development, and agriculture. The purpose of this study is to determine the discrepancies between LSD and RTRW in terms of distribution, area, land use, impacts and resolution steps. The method used in this research is quantitative by conducting spatial analysis to determine the incompatibility of LSD with RTRW on distribution, area and land use and qualitative to determine the impact and steps to resolve it with the results of interviews. The results showed that the distribution of non-conformity occurred in each sub-district and each spatial pattern direction except for the People's Plantation Area in Bayat Sub-district, Defense and Security Area in Klaten Selatan Sub-district and National Park in Kemalang Sub-district. The non-conformity of LSD with RTRW generally has an impact on the development and licensing sectors, where the development and licensing process cannot be processed because it is hampered by LSD even though it is in accordance with RTRW. The solution steps taken to resolve the problem of LSD non-conformity with the RTRW are to conduct actual verification to find out LSD that are not in accordance with the RTRW and provide opportunities for the community to apply for land release from LSD independently to the Land Office and DPUPR.
