are: lack of political commitment from the government and lack of complete agrarian data. The agrarian reform program is still not said to be successful due to internal and external problems in the implementing agencies. In achieving the success of the agrarian reform program in accordance with the ideals of community welfare, seriousness and institutional synchronization are needed. This research was conducted using a qualitative method through a descriptive approach and analytical comparison analysis. The research took place in Bilok Petung Village which is the only location of the agrarian reform program in East Lombok Regency. The research was conducted during a period of one month from May 10 to June 26, 2023. Data techniques in qualitative research were carried out with primary data and secondary data. Data analysis was conducted through analytic comparison of and stage process. The results showed that the asset structuring program has been running well, while access structuring still encounters obstacles. The obstacles encountered are in terms of budget and communication in understanding RA. The budget is the main obstacle faced, especially after the covid-19 pandemic. Kantah Kab. Lotim is able to be a pioneer in initiating a program, overcoming internal and external risks, and providing innovations in the form of: problem solving with a win-win solution; changing people's mindset towards land status; allocating a good budget and being able to overcome an inward looking culture. The synergy between stakeholders in the implementation of RA in Bilok Petung Village is quite good. The determination is based on the success in conflict resolution and active participation of stakeholders. The synergy between stakeholders has not been effective because the sustainability of the program on access arrangement has not been achieved. Collaboration led to bureaucratic contestation between the PUPR Office and the Agriculture Office in supporting their respective interests. Understanding is needed by access arrangement stakeholders in understanding the essence, elements and objectives of access arrangement. Keywords: institutions, agrarian reform, synergy, pioneering
