Abstract

The government issued a Job Creation Law (UUCK) policy and Government Regulation Number 21 of 2021 through the Conformity of Space Utilization Activities (KKPR), in order to simplify the licensing process. In practice, the City of Tangerang Selatan already has a Detailed Spatial Plan (RDTR), but it is not integrated with the Online Single Submission Risk Basked Approach (OSS-RBA) system, so the KKPR mechanism is carried out through the Agreement on Suitability for Business Utilization Activities (PKKPR). PKKPR Undertaking in South Tangerang has not been issued for 20 days according to the provisions. This study aims to find out the processes, problems, and efforts to overcome problems and accelerate PKKPR Usaha. The method used is a qualitative method with a descriptive approach. The findings of this study are a series of PKKPR Usaha processes; there are 3 problem factors including: system factors, implementing and regulatory agencies, and business actors; Efforts to overcome these problems include: Providing letters to applicants, making digital signatures and manual verification, efforts to accelerate by conducting a Spatial Planning Forum (FPR) first, even though they have not yet obtained a KKPR and integrating RDTR with the OSS-RBA system.
