Abstract

Each transition of land rights was required to be registered with the local property office, as defined in Article 4, paragraph 3 of PP No. 24/1997. Currently, there are still people who have not registered the transfer of their land rights. Banyuraden village is one prominent example of this phenomenon, influenced by the legal awareness of society. If the community lacks sufficient legal awareness, they may not comply with applicable legal regulations, potentially leading to legal consequences and hindering the purpose of land registration as stated in Article 3 of PP No. 24/1997. The purpose of this study is to analyze the public's legal awareness regarding the importance of registering the transition of land rights and the potential impacts that could arise if people neglect to do so in Banyuraden village. The method used in this study is an empirical legal method with a legal psychology approach. Data collection techniques include observation, interviews, and document studies. Based on the analysis of 37 respondents, it was found that the majority had not met the indicators of public legal awareness. Specifically, 54% lacked legal knowledge, 62% lacked legal understanding, 76% lacked legal attitudes, and 86% lacked legal behavior. Consequently, it can be concluded that people in Banyuraden village have a low legal consciousness, with a significant proportion (14%) who have taken action to prove their compliance through the registration of land rights transitions. Furthermore, the potential adverse effects of not registering a change of rights include a lack of legal assurance for the new rights holder, an inability to perform other legal actions, disorderly land administration, and possible land disputes.
