Abstract

Based on Presidential Regulation no. 86 of 2018, structuring access is providing opportunities for access to capital and other assistance to subjects of agrarian reform in the framework of increasing welfare based on land use. the obstacles faced by this business group are access to capital for business development and access to marketing to sell existing production and the lack of understanding and interest of the community in developing the potential that exists in Kampung Tua Tanjung Riau both in terms of MSMEs, Fisheries and Tourism so that reforms are carried out agrarian affairs in terms of structuring access to community empowerment to improve the quality of MSMEs in the Kampung Tua Tanjung Riau area. This study aims to determine the implementation of existing access management in Tanjung Riau, obstacles in implementing access arrangements in Tanjung Riau. The research method used is qualitative with a descriptive approach. The findings in the study show that there are 10 implementation activities for handling access to agrarian reform given in the form of training in Tanjung Riau. The results of this implementation cannot be said to be 100% successful because the handling of the access provided is not in accordance with the expectations of the community so that the community's interest in the implementation provided is lacking.
