Abstract

The development of the Bali Cultural Center is a program of the Provincial Government of Bali through the Vision of the Governor of Bali. In his program, the Governor of Bali intends to move the Bali Cultural Center through the implementation of land acquisition. However, in practice, this land acquisition experienced problems in providing compensation related to proof of ownership of land but did not know the location of the land. This study aims to analyze the implementation of data collection as a basis for granting compensation as well as problems and solutions in providing compensation. The research method used is descriptive qualitative. Qualitative research methods are used to gather information regarding the implementation of physical data collection and juridical data as a basis for granting compensation and obstacles or problems in the implementation of compensation and solutions to overcome any problems that occur. The results of the study show that the implementation of data collection as a basis for providing compensation is based on the results of the 2018 PTSL and parcel books in the village. If the subject and documents being applied for as a party entitled to receive compensation are in accordance with the data available at the village and land office, then compensation can be given to the party entitled to it. If it is not appropriate, then compensation cannot be given. Problems in granting compensation are land parcels whose owners are unknown, disputes between communities, objections regarding land values, buying and selling without a sale and purchase deed and incomplete document requirements. The solution to overcome these problems is by way of consignment, making an agreement before a notary and completing the requirements to receive compensation.
