Abstract

Agrarian Reform is one of the national priority programs during the Jokowi-Jk government and is one part of his nawacita. Presidential Regulation Number 86 of 2018 states that agrarian reform activities are divided into two fundamental processes, namely structuring assets and structuring access. Along with this, Buleleng Regency is one of the areas that is carrying out access arrangement activities in Sumberklampok Village after the 2021 land redistribution. Various forms of access to agrarian reform have been provided to the community to develop the potentials possessed by the village. However, of these many activities, there are several activities that are felt to still not fulfill the desires to be achieved, so that until now in 2023 access to agrarian reform activities are still being carried out for activities that are categorized as not successful, one of which is the development of honey bees. This research was conducted on access to agrarian reform activities through the development of honey bee cultivation. The problem that we want to know is how the activities are carried out, both the inhibiting factors and the supporting factors, how the beneficiary community clusters are, how institutional collaboration is carried out, to the effects provided by the program on community welfare. This study uses a qualitative method with a grounded reset approach. The results of the research are that the clusters of beneficiary groups are appropriate, namely people who work as farmers, breeders, entrepreneurs and laborers. Furthermore, the institutional collaboration that is being carried out is still not good. One of the causes of this condition is due to the lack of carrying out the principles of collaboration and also the high sectoral ego. Access to agrarian reform through the development of beekeeping has not succeeded in providing welfare to the community, this is indicated by the failure to achieve several indicators which categorize a program as able to provide welfare for the community or not.
