Abstract
The government is holding a Complete Systematic Land Registration (PTSL) to address the problem of slow land registration in Indonesia. PTSL has been held since 2017 with a target of all registered and mapped land parcels by 2025. In 2022 the Batam City Land Office will implement PTSL with a target of 13,114 Land Title Certificates (SHAT). However, in the current fiscal year, only 47.22% of the target was realized. This prompted the Batam City Land Office to implement an acceleration strategy in implementing PTSL in 2023. This study aims to determine the strategy implemented by the Batam City Land Office in implementing PTSL in 2023, as well as the constraints that occur and their solutions. This study uses a qualitative research method with a descriptive approach to describe the strategies applied by the Batam City Land Office in implementing PTSL in a systematic, factual and detailed manner. The results of this study are that the strategy for accelerating physical data collection that is implemented is only the implementation of the PTSL Technical Guidelines for 2023, while the strategy for accelerating juridical data collection that is implemented is included in the strategy concept according to Nawawi (2012) and Kooten in Kastika (2019). There are external contraints encountered in the collection of physical data and juridical data. Solutions have been implemented to overcome these contraints.
