Abstract

The Regional Office of the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) for East Kalimantan Province initiated the development of the Siap Ukur application. This application aims to facilitate the management of documents in measurement-related tasks within the environment of the Regional Office of the National Land Agency for East Kalimantan. The Land Office of Balikpapan City is the office that has experienced the most backlogs, especially in the measurement department, throughout East Kalimantan Province.. The objectives of this research are to identify the causes of document backlog in the measurement department of the Balikpapan City Land Office, assess the usability of the Siap Ukur application, and determine the effectiveness of using Siap Ukur in addressing measurement backlogs. This research employs a mixed-method approach, combining both quantitative and qualitative methodologies. Data collection techniques utilized by the researcher include observation, interviews, and questionnaire distribution. The data analysis techniques encompass both qualitative and quantitative data analysis. The results of this research indicate that the backlog is caused by the insufficient human resources at the Balikpapan City Land Office to handle the high volume of incoming documents and by the unpreparedness of applicants to participate in measurement activities. The usability testing results of the Siap Ukur application demonstrate its suitability and recommendation, as it fulfills the elements of the USE Questionnaire. However, the Siap Ukur application does not significantly affect the resolution of measurement application backlogs; there is no significant change in backlog resolution before and after using Siap Ukur.
