Abstract

President Joko Widodo issued a Presidential Regulation in 2019 concerning Control of the Conversion of Paddy Fields. To follow up on the Presidential Regulation, the ATR/BPN Ministry issued a regulation through the ATR/BPN Ministerial Decree Number 1589 of 2021 concerning the determination of Protected Paddy Field Maps in 8 Provinces in Indonesia. However, the Map of Protected Paddy Fields, especially in Lamongan Regency, has created new problems due to its incompatibility with the Spatial Plan and the existing ones in the field. This study aims to determine how big the discrepancies that occur and what impacts arise from the existing problems. The method used in this study is a mixed method with a spatial and descriptive approach. Data collection was carried out through interviews, observation and literature study. The data analysis technique used is overlapping analysis (overlay), comparative analysis with the concept of comparing the implementation of policies in the field with applicable laws and regulations and descriptive analysis to draw the conclusions obtained. The analysis carried out in this study resulted in the suitability percentage of protected paddy fields in Lamongan district and an analysis map of protected paddy fields with spatial plans. The results of this study indicate that 48% of the Protected Paddy Field map in Lamongan Regency is still not in accordance with the Spatial Plan.
