Abstract

One Map Policy or Kebijakan Satu Peta (KSP) is a strategic direction regarding the achievement of one map in Indonesia. In line with this, the Ministry of ATR/BPN is working to map land parcels throughout Indonesia through land registration activities. One of the attempts to accelerate land registration is through the Complete City Land Registration (PTKL) program. Surabaya City Land Office I is one of the offices appointed by the Director General of Land and Space Survey and Mapping (Dirjen SPPR) to implement PTKL in 2022. One of the main elements of PTKL is the activity of improving the quality of K4 field data. This study aims to determine the strategy for improving the quality of K4 field data and evaluation by conducting tests on K4 field plotting in the 2022 PTKL program by the Surabaya City Land Office I. This research used mixed methods, by conducting interviews, area accuracy tests, and geometry accuracy tests on K4 plotting fields. The area accuracy test refers to Technical Guideline Number 003/Juknis-003.UK.01.01/II/2019, while the geometry accuracy test uses the polygon area, polygon near distance, and polygon circularity ratio methods. Sampling using purposive sampling method on the object of improving the quality of K4 field data in Bangkingan Village, Lakarsantri District, Surabaya City. The strategy for improving the quality of data in the K4 field is in accordance with the material, man, money, and method components listed in Technical Guidelines Number 003/Juknis-003.UK.01.01/II/2019. Through testing 60 samples, it was found that there were was a difference in the K4 plotting field. The results of the area accuracy test found 1 field that did not meet the 5% area difference tolerance, while with the results of the geometry accuracy test 78.3% of the samples were in the excellent category, 20% were good, and 1.7% were in the fair category.
